  3. Navigate to the Boot tab and under the Boot Options unmark the Safe Boot choice.
  4. Click on Apply and then hit OK to save the changes.
  5. Restart your computer, and this time the system will boot in safe mode.
  6. Once the system is started in Safe Mode, try to run the payroll update once again. See if the 12031 error is resolved.

  1. Run the Internet Explorer and open the Internet Connection Settings.
  2. Click on the Internet Properties and then navigate to the Advanced tab.
  3. Ensure that the Use SSL 2.0 is selected and if it is not marked then, select it.
  4. Click on Apply & OK
  5. Close the Internet Explorer and all other irrelevant processes.
  6. Try to update the QuickBooks Payroll tax table again.
